Northern Beaches Health Service Redevelopment

Project Description

The Northern Beaches Health Service Redevelopment project began in 2012. Redevelopment would redesign the health services to support the changing needs of the community. The project included developing the Northern Beaches Hospital, a 488-bed facility that will be designed, built and operated by a private provider in a public private partnership arrangement. It also includes the redevelopment of Mona Vale Hospital and the development of a number of community health facilities.

Carramar’s Role

Carramar Consulting was engaged by NSW Health Infrastructure as planning advisors to the State for the Northern Beaches Health Service Redevelopment in NSW. Carramar Consulting was initially tasked to undertake health service planning and facility planning activities including the review and validation of the health services plan for the Northern Beaches Health Service and the development of a functional design brief and schedule of accommodation.

During the project, a decision was made by the NSW Government to pursue a public private partnership (PPP) procurement method for the New Northern Beaches Hospital. Carramar Consulting tailored the development of the models of care and functional design brief to the specific requirements of the Government in relation to the PPP.


The client expressed a high satisfaction with the services and final products delivered by Carramar Consulting. Carramar Consulting was re-engaged in the development of operational/clinical elements of the Request for Proposal (RFP) document and provided input into the evaluation of Expressions of Interest (EOI).  Carramar Consulting was also a member of the evaluation team for both the EOI and RFP.
